Neighborhood Law Office

The Neighborhood Law Office (NLO) provides free legal services to low income persons in St. Clair and surrounding counties. NLO represents individuals and groups, who, without our assistance, would be unable to obtain legal representation. The mission of NLO is to further the mission of Catholic Urban Programs (CUP) to advance the dignity of the human person through compassionate response to human needs, advocacy for justice, and the empowerment of individuals and families to reach their full potential by ensuring access to justice for our clients. Working with St. Vincent De Paul, Holy Angels Shelter and CUP's other departments, NLO deploys our services to help our clients, the most vulnerable residents of this region, stabilize their lives and lift themselves out of poverty.

Depending on the available resources, NLO accepts cases in the following categories:  

  • Consumer law: car repossession and repairs, credit reporting issues, consumer fraud and contract issues, debt collection, harassment by debt collectors, identity theft, insurance disputes, predatory lending, unfair debt collection practices, unfair and deceptive trade practices.
  • Elder law: elder abuse, advance directives, wills, powers of attorney, and guardianships.
  • Employment law: unemployment compensation, discrimination, privacy, expungement/sealment of criminal records, and wage and hour claims.
  • Environmental Law: demolition, eminent domain and 
  • Family law:  On a very limited basis, NLO assist clients with order of protections, divorce, and adoptions.
  • Housing law: evictions, conditions, termination of housing subsidy, admission to subsidized housing, and enforcement of housing rights and fair housing. 
  • Individual Rights: Criminal Records, and Driver’s license reinstatement.
  • Juvenile law: Delinquency hearings.
  • Environmental Law: demolition, eminent domain and 
  • Public Benefits Law: Public aid, Medicaid, SSI, SSDI, SNAP
  • Probate law:  advance directives, wills, powers of attorney, and guardianships.
  • Other Areas: We may assist with other matters on a case by case basis depending on available resources, subject matter, and complexity.
